Rock band 4 downloaded songs not showing up ps4

I was charged 2x on the same music. Deftones - my own summer. Bought over the web and couldn't download, in the game store the song was not tagged as bought so I hit the "buy" key and I bought it again. I have 2 emails confirming that I bought it 2x. Found this in the answers section.

There you will see all the available DLC song tiles. Scroll ALL the way to the right thousand tiles give or take and you will see at the end a bunch of Song Packs. On this screen select the individual song tiles of the song pack and it should give you the "Install" prompt.
